Overview

Purpose of the Role:
To lead and deliver professional, technical, and project management services for the development, maintenance, and optimization of health service infrastructure. This role supports both major and minor capital projects and ensures compliance with regulatory standards and alignment with organizational goals.

Key Responsibilities

  1. Capital Projects Management
  • Project Planning & Execution:
    • Develop comprehensive project briefs in consultation with relevant stakeholders.
    • Oversee design and construction phases, ensuring adherence to regulatory approvals and project timelines.
    • Manage the selection and coordination of design teams, contractors, and consultants.
  • Compliance & Stakeholder Engagement:
    • Ensure all regulatory permissions, licenses, and certificates are obtained.
    • Facilitate consultation processes and maintain effective communication with internal and external stakeholders.
  • Budget & Resource Management:
    • Monitor and control project expenditures to meet agreed budgets and quality standards.
    • Prepare financial forecasts and manage payments to contractors and consultants.
  1. Minor Capital Works
  • Scope Development & Execution:
    • Create project plans and technical documents for minor capital works.
    • Manage procurement processes and coordinate contractors to deliver projects within agreed timelines and costs.
  • Team Leadership:
    • Supervise staff and contractors to ensure high-quality outcomes.
  1. Maintenance & Operations Management
  • Infrastructure Maintenance:
    • Develop and oversee maintenance programs for buildings, equipment, and vehicles.
    • Propose resource allocation priorities and ensure effective routine maintenance.
  • Safety Standards:
    • Ensure compliance with health, safety, and fire prevention regulations.
    • Work closely with safety officers and local fire authorities to implement agreed measures.
  1. Property Management
  • Collaborate with the Property Manager to align property strategies with service delivery needs.
  • Maintain accurate property records and ensure compliance with statutory requirements.
  • Conduct assessments of HSE property portfolio to optimize space utilization, security, and functionality.
  1. Energy Efficiency & Environmental Standards
  • Monitor energy usage and propose investment in energy-saving initiatives.
  • Implement projects to improve energy efficiency and reduce operational costs.
  • Provide guidance on environmental risk management and facility improvements.
  1. Leadership & Team Collaboration
  • Lead multidisciplinary teams, fostering collaboration across internal and external stakeholders.
  • Provide guidance to staff on project delivery, maintenance, and compliance activities.
  • Support organizational transformation initiatives and promote sustainable practices.

Skills, Competencies, and Knowledge

Professional Expertise

  • Extensive experience in construction, building services, and maintenance within healthcare or similar environments.
  • Knowledge of regulatory requirements, including health and safety, fire safety, and healthcare standards.
  • Strong understanding of project management methodologies and procurement processes.
