Job Overview:

We are seeking an experienced Site Agent with a background in utilities and Client projects to oversee and manage the repair and maintenance of sewer systems, carriageways, manholes, and other infrastructure projects. The successful candidate will have strong experience managing works in confined spaces, managing health and safety documentation, and coordinating plant, labour, materials, and subcontractors. This role will require proactive management and supervision to ensure projects are
delivered on time, within budget, and to the required quality standards.

Key Responsibilities
Site Supervision & Management:
Oversee daily site operations, ensuring the safe and efficient delivery of utility projects, particularly in sewer, carriageway, and manhole repairs.
Supervise and coordinate the activities of site teams, including plant, labour, and subcontractors, ensuring they are working in line with project plans and schedules.
Ensure all work adheres to Client standards and specifications.
Work with Client to address any site-specific requirements and liaise with the relevant authorities for necessary approvals and inspections.

Health and Safety:
Prepare and implement Health and Safety documentation, including Risk Assessments, Method Statements, and Site Safety Plans.
Conduct regular site safety audits to ensure compliance with health and safety regulations, particularly in confined space working environments.
Ensure all team members are trained and aware of safety protocols and emergency procedures.

Project Coordination
Manage the procurement and coordination of plant, labour, materials, and subcontractors, ensuring availability and readiness for each phase of the project.
Maintain records of materials and equipment usage and ensure the timely and cost-effective delivery of resources to the site.

Quality Control and Reporting
Ensure all work is carried out to the required standards and specifications, including the completion of post-work inspections.
Report on progress, issues, and risks to the Project Manager regularly, providing accurate updates on project status.

Confined Space Work
Manage confined space entry procedures, ensuring compliance with health and safety regulations for any work within manholes or underground utilities.
Supervise confined space work, ensuring the safety of all operatives and correct procedures are followed.

Documentation and Compliance:
Ensure that all documentation related to the project, including daily site reports, quality checks, and health and safety records, are accurately maintained.
Ensure compliance with all local and national regulations governing utility works and infrastructure projects.

Client Liaison
Act as the main point of contact for the client and other stakeholders, ensuring that all communications are clear and that any issues are addressed promptly.

Qualifications & Experience:
Proven experience as a Site Agent in utility works, specifically with Client projects related to water and wastewater, carriageway, and manhole repairs.
Strong experience working in confined spaces and managing confined space entry procedures.
Excellent knowledge of health and safety regulations and procedures for utility works and confined space operations.
Experience preparing health and safety documentation such as Risk Assessments, Method Statements, and Site Safety Plans.
Strong ability to coordinate resources, including plant, labour, materials, and subcontractors, to meet project deadlines.
Proven track record of managing utility infrastructure projects, ensuring they are completed on time,within budget, and to a high standard.
Good communication and interpersonal skills, with the ability to liaise effectively with clients, subcontractors, and team members.
A relevant construction qualification or degree (e.g., Civil Engineering or similar) is desirable but not essential.
Relevant certifications in confined space working (e.g., Safe Pass, Manual Handling, CSCS, ROAR etc.) are an advantage.
